Enclosure I.

Sir,

CAR 15!

1, Des Voeux Roat;'23 AR_15. Hongkong, 4th. January, 1915.

Hossra. Siemssen & Co. were the agents of Messrs.

Joseph Wild and Company of New York. When the Alien Enemies Ordi- -nance was passed lir. Struckmeyer telegraphed to New York to

Messrs. Joseph Wild & Co. to send Mr. Manners the necessary

authority to act as their representative here. Mr. Manners has received the necessary authority and Power of Attorney and has asked us to be good enough to apply for the sanction of the

Government to his acting as the agent of Messrs. Joseph Wild &

Co. and to his appointment by them as their agent.

2.

Mr. Manners has also inquired as to whether he can

properly do business on his om account with persons who before the war were in the habit of dealing with Messrs. Siemssen & Co.

We have informed him that we can see no sound reason why he should

not but that he should get the formal sanction of the Govern

-ment before doing it.

3.

The parties contemplated would not in any sense be correspondents merely but would, like Chinese, be parties selling and buying goods to and from Messré Siemseen & Co. We shall be glad to know that there is no objection to this also.

The Hon. Mr. J. H. Kemp,

Attorney-General.

We have etc.,

(Bal.) Deacon, Looker, ené Deacon, Marston.
